Cloyd Phillips has been acting in the capacity of the Executive Director of the Community Services Agency & Development Corporation (CSADC) since 1971. CSADC is a private nonprofit corporation governed by a 9 member volunteer Board of Directors from various sectors of the Northern Nevada community.
With the entrepreneurial leadership of Mr. Phillips, the Agency has initiated and developed numerous programs in human services, economic development, education and affordable housing. Mr. Phillips notes that CSADC’s market position in Northern Nevada places it as one of the largest human services agencies. Mr. Phillips has handpicked a pool of program management expertise, a team, which continues to expand the Agency’s services while maintaining a strong link with private enterprise, government, and other community based organizations.
CSADC’s long history and reputation of providing services in Nevada also lends to its successful implementation of new ventures. Through his vision of total community development, Mr. Phillips and his staff have developed and administered total family and community development programs ensuring that families have access to resources that lead them to self-sufficiency.
Mr. Phillips and his team continue to ensure the stability of families in our community through continually building affordable housing projects throughout Nevada. Currently, Mr. Phillips notes that CSADC has developed over 2,000 units of affordable housing throughout the State of Nevada. Among these communities include, Austin Crest, Dakota Crest, and Terracina for families and Vintage Hills and Orvis Ring for seniors.
He has also led the Agency in becoming an economic development force in the community. For example, CSADC has completed a joint Commercial and Housing Complex along the historic 4th Street corridor. Currently, Mr. Phillips and his team are researching new affordable housing development opportunities.
Through his leadership, Mr. Phillips is building the economic vitality of the community, creating jobs and improving the infrastructure of our community. Mr. Phillips has expanded CSADC’s horizons beyond the traditional non-profit business model, and sought aggressive/current business practices. Phillips explains, “Live by the grant, die by the grant…we do more.” Doing business with a non-profit company can be big business.” Community Services Agency & Development Corporation has become, with Cloyd Phillips at the helm, a business that community and business leaders are proud to have as a member of the development community.
